The Ga. Department of Agriculture Animal Protection managment has stated that the reason(s) they do not have any of their information online is due to lack of funds, and lack of the technological resources. I am almost surprised they didn't toss in the 'short staffed' excuse as well.
Poor understaffed, underfunded state department, right?
WRONG.
There is a website online called the Kelly Solutions, which describes their service like this:

Here, you can view the different Agriculture departments that are using this helpful resource. The Animal Protection is not only listed, it's the very first department listed.
You can click on the various links to see what kinds of licensing information each department offers, and which persons/businesses/techs/applicators they have licensed.
All but the Animal Protection Department, that is. There is some information listed, but from the "Last updated on..." date, it appears that the Animal Protection Department stopped updating, or adding, their information on June 21, 2005.
If you click on Pesticide Contractors, listed under the "Pesticide Division" link, you will see that their department information shows a "Last updated on..." date as being "April 2008".
The last date I can find on the Animal Protection Department's site is June of 2005.
Using the Pesticide Contractors list as an example, this is the information that this department has provided for this particular licensee:
| Company ID: | 15417 |
| Company Name: | Arrow Exterminators |
| Contact: | Greg Sweat, |
| Address: | 445 Bishop Strreet |
|

| City, State, Zip: | Atlanta , GA 30318 |
| County: | Fulton |
| Phone: | (404)733-1370 |
| Expiration Date: | 12/2008 |

Pretty nifty, huh? Tells you everything you need to know about a Georgia Department of Agriculture Pesticide Applicator.
The Equine Division is also listed as being a user of the Kelly Solutions service. And they even offer an online complaint form for people that choose to file a complaint regarding animal cruelty. After the person fills out the pertinent information in the fields, they simply click on the button at the bottom of the form that reads: "Submit This Complaint To The GDA" (Ga. Dept. of Agriculture).
Not only is this efficient, but it also serves to encourage people to report animal cruelty. Using this form certainly would help this department to save alot of time in dealing with complaints. No long phone conversations trying to obtain the information they need to determine what action to take regarding the complaint, no more wondering how many complaints have been recieved against a certain property location, etc.
The Animal Protection Department is a part of the Georgia Department of Agriculture, and is listed, first, on the list of departments that have the capability to use the Kelly Solutions site. So why hasn't this department updated, or added, any current information to this site, since June 21, 2005?
My guess? They don't want the general public having access to "their" records. Their reasons behind that? I have a few opinions. One, having documents online would only make it more difficult in their quest for damage control. When I was employed with this department, I was told by management, that if I was ever out in the field and the media arrived on the property, I was not allowed to speak to them, period, under no circumstances. I was told I couldn't even say "No comment". If we were ever confronted by the media while out in the field, we were told to contact our supervisor.
I have emailed Animal Protection Director Mary Greene, Deputy Ag Commissioner Terry Coleman, and Office Manager Venessa Sims-Green, asking all of them why they are not using the Kelly website, any longer?
I have not received any response from any of them.
